Great Springs Project (GSP) Corridor Study RFP \u2013 Frequently Asked Questions<\/h1>\n

1. Have any firms been precluded from the procurement?<\/h4>\nNo firms have been precluded from procurement. Only firms that participated in the development of the RFP or applied to the TA grant itself would be ineligible to respond to this RFP. However, no firm was involved in either of these processes; therefore, no firms have been prohibited from submitting proposals.\n\n<\/div>\n
\n

2. Will firms be precluded from submitting for\/serving as a prime for any future trail project resulting from this RFP?<\/h4>\nSelection for this RFP would not preclude future participation in any RFPs that might develop out of this study.\n\n<\/div>\n
\n

3. Disadvantaged Business Enterprise (DBE) % Requirements<\/h4>\nTxDOT has established the required DBE participation rate. Per TxDOT, the ASSIGNED DBE GOAL for the Great Springs Project Request for Proposals is based on the project’s Federal funding, type of work, location, overall and item cost estimate values, subcontracting opportunities, certified DBE firms in vicinity of the project location, and size of the project, TxDOT hereby assigns a race-conscious DBE goal of FOUR- AND ONE-HALF PERCENT (4.5%) for this project proposal.\n\n<\/div>\n

4. Can the prime firm that is DBE certified count toward the DBE goal?<\/h4>\nGSP will consider a prime certified DBE.\n\n<\/div>\n
\n

5. Can you confirm what race-neutral DBE participation means?<\/h4>\nA race-neutral program is one that, while benefiting DBEs, is not solely focused on DBE firms. GSP will not select the team solely on DBE participation but will choose a team based on experience and qualifications. GSP encourages teams to be diverse. 49 CFR 25.61 (a) discusses race-neutral programs.\n\n<\/div>\n
\n

6. Are there any specific requirements that the sub-consultant and prime firms should be aware of when completing the Management Plan?<\/h4>\nThere are no specific requirements for completing the Management Plan. GSP is interested in the respondents’ unique perspectives on addressing the scope of work and completing the required deliverables.\n\n<\/div>\n
\n

7. Please clarify which work products from the 2022 Trail Plan effort will be made available to the successful team and considered still relevant to this planning study\/do not need to be replicated.<\/h4>\nAll work products from the 2022 Trail Plan effort were updated in 2024 and will be available to the successful teams. We encourage teams to read the 2024 update as it will guide this study effort.\n\n<\/div>\n
\n

8. Should a completed Attachment A be submitted in Excel as a separate file or included in the proposal as a .pdf?<\/h4>\nAttachment A should be included in the .pdf of the proposal being submitted.\n\n<\/div>\n
\n

9. Should a completed Attachment B be submitted in a separate file or included in the proposal .pdf?<\/h4>\nAttachment B should be included in the .pdf of the proposal being submitted.\n\n<\/div>\n
\n

10. Please clarify how the percentage of time personnel spend on each task should be calculated.<\/h4>\nThe anticipated estimate of participation should be based on the specific disciplines and the level of effort across the team to achieve the project’s deliverables. We should be able to determine what percentage of effort each team member will be committed to.\n\n<\/div>\n
\n

11. Please confirm that the trail crossing listed on pages 1, 5, and 6 as FM976 (located in Burleson) is intended to read FM967 (located in Buda).<\/h4>\nConfirmed. This project focuses on Travis, Hays, Comal, and Bexar Counties.\n\n<\/div>\n
\n

12. The “Study Methodology” states, “limited to 10 pages (8.5″ x 11″) set to no less than 0.5″ margins and no less than 11-point font.”<\/h4>\nSend one electronic document (.pdf) less than 10MB to RFP@greatspringsproject.org. Only the “Study Methodology” must follow the set format identified in the RFP.\n\n<\/div>\n

13. Do the other sections have page limitations?<\/h4>\nThe other items in the proposal do not have page limitations or font requirements. One electronic document (.pdf) less than 10MB can be submitted.\n\n<\/div>\n
